NOE1/INIT oci not properly installed

Hi,
I have made a program i Delphi4 which use
NCOCI8.
I have installed Oracle8 client software on
a NT4 (service pack 6) worstation.
I run my program and it all works fine as long I'am logged on as adminstrator, but when
I log on as user I get this error message
"NOE1/INIT oci not properly installed".
I have checked the path, and 'c:orantbin'
is the first i the path.
My Oracle home is 'c:orant'.
SQL and ODBC works fine.
Please help me.
