NOE1/INIT oci not property installed

I wrote a program by Delphi5 with Noci8
component,It works in my computer,but it
rise an error "NOE1/INIT oci not property installed on this machine".
I have install oracle8 client in my client
machine,it still doesn't work,
how should I fix this problem?
