It should be, but you will have to debug ncoci.pas to find out where it is looking for an Oracle entry in the registry, probably HKLMSoftwareOracleKEY_ something. Instant client has no registry entries out of the box, so you will have to create that entry where NCOCI is looking for it, with the proper ORACLE_HOME in it, so that NCOCI can find oci.dll.
